Recently I have upgraded my main machine to Windows 7. One thing I noticed was there was no telnet initially, I need to use the client for a few functions.
However it is very simple to get it back. These steps were on Windows 7 Professional.
First load up Control Panel

Then Click on Programs and Features, once loaded on the left hand side you will see
Then click on Turn Windows features on or off
Options
Then Scroll down and select Telnet Client, once you click on OK you will then be able to use it
